Delivery Manager- pre construction
We're looking for a Delivery Manager (Preconstruction Phase) to join our Anglian Water IOS team based in Norwich
Location: Norwich, Norfolk
Hours: 45 hours per week - some flexibility on hours available if desired, just let us know when you speak to us.

Join our Anglian Water IOS contract team working across multiple disciplines including Civil, Mechanical, Electrical, Instrumentation, Control & Automation. You'll be part of an exciting environment incorporating new construction, replacement or repair on water and water recycling treatment works spanning across the Anglian Water region.
In this role, you'll oversee the planning, estimating, and design coordination phases of construction projects, ensuring seamless project development before work begins on-site. You'll be responsible for managing budgets, risk assessments, procurement strategies, and stakeholder engagement to support successful project delivery within the Norfolk region.
What will you be responsible for?
As a Delivery Manager, you'll be working within the preconstruction team, supporting them in delivering successful project outcomes.
Your day to day will include:
- Leading the preconstruction process, ensuring all project planning, budgeting, and design coordination align with client requirements and business objectives
- Developing and managing preconstruction schedules, cost estimates, and procurement strategies to optimise project delivery
- Working closely with clients, consultants, and internal teams to refine project scope, feasibility, and risk mitigation strategies
- Overseeing the coordination of design, engineering, and estimating teams to ensure technical accuracy and cost-effectiveness
- Ensuring all preconstruction activities comply with regulatory, safety, and environmental standards
What are we looking for?
This role of Delivery Manager is great for you if you hold:
- Full understanding of current Health & Safety legislation, Water Law & Water Regulations, along with awareness of HSWA & CDM
- Experience in preconstruction, estimating, or project management within the construction industry
- Strong understanding of construction methodologies, procurement, and risk management
- Experience in managing budgets, schedules, and complex stakeholder relationships
- Proficiency in estimating and project management software
- Excellent commercial awareness and contract negotiation skills
- Full driving licence
